Why so many?

What, apart from benefitting the legal profession, is the effect of 11 organisations being "core participants" in the procedings? Of the 11, I would expect that the Trust itself, West Midlands Strategic Health Authority, Souh Staffordshire PCT, and Monitor to all have questions to answer from the enquiry.
