Councillor Loughran represents the Labour Party on the borough council and the Manor ward.
Conservative councillor for the Tillington ward Isabella Davies was put forward for the role of Deputy Mayor at a full meeting of Stafford Borough Council on Wednesday.
The nominations will now go to a formal council vote in May.
